Approval of the Agenda: A motion to accept the Agenda as modified was unanimously approved.

Approval of the Minutes: A motion to accept the minutes of the January 17, 2007 Board meeting was unanimously approved.

NEW BUSINESS

Discussion about 2007/2008 CT Swimming Budget led by Jeff Scobee. Review of Proposals drafted by Budget Committee Members. Budget unanimously accepted and approved.

Review of Northern Middlesex YMCA Correspondence, dated March 2007 regarding CT Swimming’s donation in memory of Marshall Kearney and review of Letter of Appreciation for expression of sympathy from Kearney family.

Investment Account signature change to be made by a Corporate Resolution. Motion made and unanimously approved to make changes in the CT Swimming Investment Portfolio.

Presentation of List of Nominees for 2007 Elections by Nominating Committee Chairman David M. Heller for 2007 – 2009 terms.

Dan Zeek and Haley Smith to attend Eastern Zone Meeting in Portland, Maine on May 12, 2007. In the past, CT Swimming has sent 3 representatives to the Eastern Zone Meeting.

House of Delegates Meeting to be held on May 22, 2007 at 7:30 p.m. at the High Plains Community Center in Orange, CT. The Agenda to include Committee Reports, Elections and Board of Review Nominations and Appointments.

USA Swimming Annual Convention to be held September 25 – 30, 2007 in Garden Grove, California. CT Swimming in the past has sent 10 members to the Convention. Anyone who is interested in attending the Convention on behalf of CT Swimming should advise General Chair Jeff Gray. Individuals to attend Convention will be selected at the June 19, 2007 Board of Directors meeting.

General Chairman Gray appointed Peter Boucher, Jeff Gray and David Heller to the Service Award Committee. Annual USA Swimming Service Award to be presented to CT recipient chosen by Committee Members at annual CT Swimming Awards Banquet in November 2007.

General Chairman Gray reported on CIAC investigation of CT Swimming. Information regarding the CIAC investigation has been posted on the CT Swimming website. A discussion took place regarding CIAC high school competitive rules and their impact on CT USA swimmers. Subcommittee formed by General Chair Gray to meet with CIAC regarding interaction between CIAC and USA swimming rules regarding high school USA swimmers. Committee members are Jeff Gray, Henk Jensen, Ellen Johnston, Steve Carroll, Ed Doernberger, Chris Hug and David Heller. General Chair Gray to communicate with the CIAC in order to arrange a meeting between the CIAC and CT Swimming.

Discussion conducted regarding USA Swimming crime and insurance policy requirements and General Chair authorized to sign Agreement consenting to insurance policy requirements.

A proposal was received from All American Aquatics requesting approval to purchase advertising space on the CT Swimming website. The sponsorship and advertising proposal was denied by a unanimous vote.

Discussion regarding proposed rule change to be submitted by CT Swimming regarding changes to the rule which requires the inclusion of full names and ages of each relay swimmer on relay entry cards. Ellen Johnston authorized to draft legislation requesting a change in this rule for submission to USA Swimming.

Officials Chairman Michael Huffman authorized to attend Officials Chair Workshop in San Antonio, Texas from June 15 – 17, 2007.

CT Swimming has not registered Out Reach swimmers in the past. However, CT Swimming registered 2 Out Reach swimmers during April 2007. Such swimmers must qualify for Free and Reduced Lunch pursuant to the CT Education Department guidelines. CT Swimming’s Out Reach Athlete Policy to be evaluated and reviewed by Out Reach Coordinator Bob Thoman.

NCAA Bylaw #1311 was discussed. Pursuant to NCAA regulations, collegiate athletes are not permitted to compete in the same heats as high school swimmers. However, this NCAA regulation may have recently been rescinded or modified.

Administrative Vice Chair – Chris Hug
Recent CT Swimming website challenges and issues have been addressed.

Treasurer – Sue Lecza
Financial Reports through the end of the short course season (March 2007) were distributed for review. CT Swimming’s financial status is currently slightly ahead of March of 2006.

Finance Vice Chair – Jeff Scobee

Age Group Committee – Peter Boucher
Proposal to be presented to Program Development to include swimmers over 18 years of age in Long Course Age Group Championships. In addition, an Assistant Meet Director is needed to run the morning session of the 2007 LC Age Group Championship meet this Summer.

Senior Committee – Henk Jensen
Proposal to be presented to Program Development to close Long Course Senior Meet to out of state teams. The Committee also tightened some LC qualifying times for Summer Senior Meet.

Program Development – Rick Lewis
No Report.

Program Operations – Barry Silver
Long Course Regional issues to be addressed. Difficulty exists because of pool repairs scheduled to be conducted to the UCONN pool during Regional Championships weekend. Current Regional pool sites are Cheshire and Wesleyan.

Technical Planning – Ellen Johnston
No Report. However, the Committee intends to have a Committee meeting soon.

Coach Representatives – Christine Pelham and Dan Zeek
Junior Coach Representative Michael Ferraro -Trumbull recently elected attended his first Board of Directors meeting.

Athlete Representatives – Haley Smith and Stuart Ainsworth
Dana Gnerre was recently elected as an Athlete Representative and starts her term on May 23, 2007.

Coach at Large – Bill Ball

Safety – Cathy Koelle/Jason Paige
No Report.

Officials – Mike Huffman
Planning is ongoing for October annual Officials’ Clinic. 3 CT swimming officials attended and officiated at Spring Nationals.

Registration – Judy Snow
Bristol Aquatic Club and Coach Gary Harrigan requested approval to become a new club member of CT Swimming. USA Swimming approved the request.

Next meeting to be conducted on June 19, 2007.
