Present: Jeff Allen, Ken Block, Peter Boucher, Kayleigh Boucher, Eryn Crane, Ed Doernberger, Sean Farrell, Jeff Gray, Mike Huffman, Ann Hughes, Bill Krumm, Susan Lecza and Judy Snow.

Not Present: Bill Ball, Steve Carroll, Nick Cavataro, Ed Dunn, Jason Paige, Dave Reilly, Barry Silver, Todd Stevens and Meg Whitaker.

Also Present: Nan Cooper

Chairman Bill Krumm called the meeting to order at 7:40 PM.

Approval of the Agenda: A motion to accept the agenda was made, seconded, and approved with the following amendments: Funding for registrar workshop was added to New Business and Late Athlete Registrations was removed from New Business.

Approval of Minutes: A motion to accept the minutes of September 29, 2004 was made, seconded and approved.

OLD BUSINESS

None.

NEW BUSINESS

SC Meet Structure and Bids: Because of the current problems with the short course meet structure (numerous cancelled and under-subscribed meets), Program Operations would like to defer implementation the one-year bid cycle until the short course meet structure is improved. Motion made, seconded and approved to defer implementation of the one-year bid cycle.

LC Regional Championship Bids: Peter Boucher distributed selection criteria (attached) and the bid submittal form for LC Regional Championships. It was suggested the Program Operations work with the meet host to determine how the Regional Championships meet sessions would be divided, if the timeline warrants division. The selection criteria and bid form was given board approval.

Revision of Meet Evaluations: The revised form was reviewed and approved with the addition of a question to determine if a coach or a parent is filling out the evaluation.

On-Line Payment Service: Board approved the concept and would like hard figures for the February 22, 2005 budget meeting.

Individual Time Request for FAST: This procedure (attached) was approved with additional language for manipulation of results file so that a split may be added to the database.

Letter re Substance Abuse: Investigation of USA Swimming resources regarding anti-doping and medication and coach tools will be researched and appropriate information posted on the CSI website.  The letter from Rob Morrison is attached.

Athlete Travel Reimbursement: The senior committee will be meeting next week to discuss this. Consideration will be given to flat reimbursement based on meet and a point system.

Tsunami Donation: No motion made.

Funding: Motion made, seconded and approved to pay supersaver airfare for Bill Krumm to attend USA Swimming's General Chair meeting and Judy Snow and Nan Cooper to attend the Registrar's Workshop.

Funding- Office Monitor: Motion made, seconded and approved for $266 purchase of a monitor for the CSI office.

Report of Officers

Administrative Vice-Chairman – Jeff Gray

Report is attached. Registration survey, clarification of transfers, electronic registration and presentation of registration materials are current projects. Banquet was a success and will be reviewing some procedures. FAST has a new query for swimmer registration and records query will be posted soon.

Treasurer – Sue Lecza
YTD financials are available. CSI financials are on target.

Finance Vice-Chairman – Ken Block
Portfolio is doing well. Budget meeting will be Feb. 22 and Ken will notify committee members soon.

Age Group Committee Chairman – Barry Silver
Not present.

Senior Committee Chairman – Jeff Allen
Meeting Jan. 26th. Committee will review LC championship format. Christine Pelham is working on a senior distance camp. All-Senior caps will be distributed.

Program Development Vice-Chairman – Sean Farrell
Time Standards are complete for 2005. No pressing issues at this time.

Program Operations Vice-Chairman – Peter Boucher

LC bid will be distributed soon.

Technical Planning Committee Chairs – Dave Reilly and Nick Cavataro
Not present.

Coaches Representatives – Jason Paige
Not present.

Numerous clinics have been held: 6 S+T clinics and 1 Referees clinic; 68 Attendees in total 9 S+T officials have completed registration, testing, and training and are now certified. 10 additional S+T officials have completed registration and testing and are currently in training. 2 new referee trainees have completed the tests and are currently in training.

Registration/Membership Coordinator – Judy Snow
Current membership numbers are up compared to this time last year.

Next meeting is April 27, 2005.

1.  Registration Process:  Judy Snow and Nan Cooper

· Clarification: electronic registration is required for athletes and must be accompanied by rosters, payment and a diskette mailed to the registrar;

· Clarification: release/transfer policy

· On-line web based registration/release/transfers: exploring this for the future;

· Registration Survey: forthcoming, and will solicit feedback on process improvements for the future.

  2. Banquet: Peter Boucher and Wendy Jackwin

· Banquet was well received by all participants;

· Evaluating feedback received in an effort to determine modifications for the future;

· Peter Boucher has resigned as banquet coordinator; we thank Peter for all of his past support and effort on this project, and we will be seeking someone to replace him and assist Wendy Jackwin with this for the coming year.

  3. FAST: Nan Cooper and Dale Maine

· FAST will incorporate a Records database soon;

· Policy was clarified and posted on-line regarding out of state meet results uploaded into FAST (see attachment);

· a new query was added to show swimmer's registration status.

FAST and CSI Championship Meet Proof of Time

By submitting all of the following documents, USA Swimming sanctioned/approved meets may be uploaded into Connecticut FAST:

1. Full set of electronic results in SDIF format (*.sd3).
2. Two full sets of paper results or full set of results in PDF (Adobe Acrobat). Sorry, *.html files cannot be accepted.
3. Meet announcement with USA Swimming sanction/approval number.

FINA, IP, etc., meets are subject to approval by CSI Administration Division and USA Swimming. Email office@ctswim.org with inquiries.

USA Swimming sanctioned/approved meets held outside of CT will be uploaded into USA Swimming SWIMS by the host LSC.

All meet results must be submitted on diskette (or email attachment) and paper (or PDF) to be considered. Electronic results must be SDIF (proprietary files are not acceptable).

No times will be manually uploaded into FAST.

CSI Championship Meets

Times achieved at any USA Swimming sanctioned/approved meets may be used as qualifying times for CSI championship meets assuming other eligibility requirements have been met. The pertinent page of the meet result is to be submitted with the championship meet entry UNLESS:

1. The meet is uploaded into FAST
2. The paper results have been received in the CSI office prior to the meet entry deadline.


ATTACHMENT:  Procedure to request the addition of an official time into the times databases, Connecticut FAST and USA Swimming SWIMS.

Due to inherent problems with software applications, a time may not upload into Connecticut FAST.

If an official time fails to upload into Connecticut FAST, a request may be submitted to the Connecticut Swimming National Times Verification (NTV) officer with accompanying Proof of Time.

Upon request, National reportable times and Eastern Zone Region One Sectional qualifying times be will be automatically added to the times database if all the following criteria is met:

The time was achieved at an USA swimming sanctioned/approved/observed meet AND

The time meets a current USA Swimming championship (Nationals, US Open, etc.) or Eastern Zone Region One time standard AND

Sufficient proof of time is submitted with the request.

Upon request, Age Group National Top 16 times and CSI Top 16 times requests will be automatically added to the times databases if all the following criteria is met:

The time was achieved at an USA Swimming sanctioned/approved/observed meet AND

As of August 1, it is one of the fastest 16 times in USA Swimming's STAR database or Connecticut FAST AND

Sufficient proof of time is submitted with the request.

All other requests will be considered on a case by cases basis if the time was achieved at a USA swimming sanctioned/approved/observed meet and includes sufficient proof of time.

Request are to be submitted to the Connecticut Swimming National Times Verification Officer. Requests will be reviewed by the CSI National Times Verification Officer, the Administrative Division Chair and Officials Chair, with input from the CSI Administrator, if necessary.

Competitions conducted outside of the U.S., are subject to approval by USA Swimming and CSI Administrative Division, but CSI reserves the right to deny the request even if the meet is recognized by USA Swimming.

Times will not be considered from closed competitions of any type or non-USA Swimming competitions. Requests must be submitted by August 15th.

 

Discussion Points:

Sectional Times? Problem is defining a sectional time because there are many different sectional time standards around the country. Should we automatically include Region One qualifiers and leave others up to a request?

Manipulation of splits, in order to upload an official split time.

The reference to competitions outside of the US is based on a conversation Nan Cooper had with Larry Herr, USA Swimming, Director, Performance Database.

 


ATTACHMENT: Web-Based Payment Service

Goal: Provide easy and convenient payment method for CSI clubs and individual members and to reduce administrative time and costs processing payments and collecting unpaid balances from clubs and individuals.

Plan: Contract with a web-based payment service to handle credit card or bank routing payments. Dale Maine would handle the technical side and payments would go directly to a CSI account handled by Susan Lecza, Treasurer. We would seek a service where any data associated with the credit card or processing, would reside on the server of the service and not CSI's website.

Discussion Points:

Use web-based payments for all registrations, banquet reservations, jacket orders, meet entries, sanction deposits, surcharges, etc.

We estimate that fees for this service would run approximately $10,000 to $15,000 per year based on the ~$500,000 per year that CSI does in transactions.

Start-up costs: Dale Maine's time to set it up. Nan might be able help, depending on the service.

CSI currently pays $0.10 (10 cents) per bank check transaction.

Time frame for implementation? Soon? - Then needs to get into 05-06 budget (Feb) or wait until next year (06-07) budget.

2005 Long Course Regional Championship Scheduling Procedures

CSI clubs that wish to host a 2005 LC Regional Championship meet shall be required to declare their intention to sponsor a meet by completing an on-line Declaration of Intention. Clubs will be required to return their declaration by Monday February 14, 2005. Declarations will be submitted on-line at ctswim.org. Declarations will be date and time stamped by the SpellNet server. Bidding clubs will receive email confirming the receipt of their bid. Bids stamped after 11:59 PM February 14, 2005 will not be accepted.

Clubs who return a Declaration will receive a list of all bidders, no later than Saturday February 19, 2005. Clubs may withdraw their bids no later than February 22, 2005.

The Program Operations Committee will review all the declarations. Program Operations will put forth its recommendation to the CSI Board of Directors for approval. Bidding clubs will be notified no later than February 28, 2005.

Format: CSI will be conducting two (2) Regional Championship meets on July 22-24th. One meet will be a 13/O meet held at Wesleyan University and the second meet will be a 12/U meet held at Cheshire Community Pool. Friday Evening events will be conducted at Wesleyan University. NOTE WELL: If a timeline warrants action, CSI Program Operations reserves the right to divide one or both meets into 2 sessions on Saturday and/or Sunday. Program Operations, with input from the meet host, will determine how the meet will be divided.

Venues: Venue information is listed on the LC Pool Availability and Facility Description link.

Declarations of Intention for meets must include: 1.) All officials registered with bidding club, 2.) Experience running championship meets, 3.) Club biography outlining club's qualifications for running a championship meet

Officials: All bidding clubs are required to have a certified Referee, Starter and Stroke & Turn Officials, registered with their club. For clubs unable to meet this requirement for a starter and referee (All bid forms also must include at least one certified Stroke and Turn Official, registered with the host club, in order to bid.); the requirement can be met by acquiring a letter of intent, sent to CSI Program Operations, demonstrating the commitment of both the starter and referee to work the bid meets. Please send this letter with your Declaration to host a meet or not later than February 14, 2005.

Selection Criteria: If there is more than one club bidding for a particular meet, preference will be given to a club based on the level of certification of officials and number of officials; experience hosting championship meets; qualifications of meet management; and evaluation of the club's bio. The Connecticut Swimming will select meet hosts based on these criteria. A lottery system will be used if the Board of Directors vote results in a tie.

Other requirements:

Sanction Deposit, Surcharge and Meet Reports: Sanction deposit of $150 will be collected and refunded in full if sanction requirements are met. Entering clubs will directly submit meet entries and fees to host club. The standard CSI long course surcharge policy applies and all meet reports are due in the CSI office 14 days after the meet.

Meet hosts are responsible for facility rental fees except for Friday evening. CSI will pay pool rental for Friday evening's session at Wesleyan.

CSI will sign facility rental contracts and bill host clubs for facility rental.

Meet hosts are responsible for procuring and paying rental fees for any equipment that is necessary to run a championship meet. This includes a complete timing system with touch pads at both ends.

CSI will order 1-8 medals and event winner caps. Clubs will inventory awards they distribute and submit payment to CSI for used awards. Unused awards must inventoried and returned to CSI Office. Clubs will be billed for awards that are not returned by Sept. 1. Costs are approximately $1.60 per medal and $2.50 per event winner cap.

Meet database, Age Group Championship qualifying times, meet program, etc. are the responsibility of the host club.

Timelines and membership verification must be submitted to Program Operations by Friday, July 15, 2005 9:00 PM.

Results (electronic and paper/PDF) must be submitted to the CSI Office the Monday following the championship.

T-shirt vendor arrangements will be made by CSI.

Other vendor arrangements are between host club and facility.

Host clubs must provide concessions for athletes and spectators.

Host clubs must provide a separate hospitality area for coaches/officials with food/beverages adequate for the meet length.

Timers must be provided adequate beverages and shade if venue is outdoors.

Club information for the Regional Championship meet announcement will be due in the CSI office by March 31, 2005. If any club is late, it will be notified and will have 48 hours in which to submit its information or the club will forfeit $50 of the $150 meet sanction fee.

ATTACHMENT: Open Letter

I write on a matter of some importance to all of us, as parents, administrators, coaches, officials, volunteers, and simply supporters of the sport. I also specifically waited until age group championships were completed to draft this, as I believe it is an issue that is far beyond a one or two meet problem. The issue I refer to is the rampant use of inhalers on pool decks by young athletes.

We all know that the use of inhalers for the appropriate medical need is not a problem, and has been going on for years. My concern, which I dismissed for years as inconsequential, is that there has been a huge apparent upsurge in their use, and use by children who have no symptoms of asthma or other bronchial issues, they are admittedly using it because they believe it enhances their performance in the pool. In point of fact many of the athletes are timing their dosage to specifically benefit from a perceived boost in performance, and whether real or imagined, this is not an insignificant problem.

The purpose of this letter is to bring about some healthy discussion of the topic, not to prevent all athletes from using medication that assists them in breathing, if they legitimately require such things. I have become concerned because I see and hear kids who do not have any bronchial issues, but who would never consider using any type of drug, much less performance enhancing,, now openly discussing the relative merits trying them. I have also heard coaches tell their kids that it is all right to use them, as they think it is more of a mental crutch than a physical one. Lastly, there are parents who utilize this method as part of their child’s training regime, and talk it up to other children and parents, creating a situation that appears to be a bit like if everyone else is doing it, it must be ok. I have seen quite a few of our athletes whom I know do not now and never had any medical reason for using these things, sneaking or openly utilizing either their own or a friends because they believe it to improve their times.

My firm belief is that this can not lead to anything that will improve our sport. Note a couple of recent issues:

Tom Dolan, an asthmatic, was forced to relearn how to swim without his medication when confronted with the fact that the type he was using was banned by FINA.

The well publicized issues leading up to the Olympics with USA Track and Field athletes and the Balco case.

I do not attempt to equate a 13 year olds use of an inhaler that they do not need medically, but use because they believe it enhances their performance, to the Balco case. I am confident, however, that it is a slippery slope, and that there are just not that many steps between the two.

The use, and abuse, of these types of medications are a serious concern for us on a number of levels, and I detail a few of them below:

Are we creating the belief that certain drugs can enhance performance, (whether they work or not is immaterial)?

By allowing their seemingly uncontrolled use, as the leaders and administrators of the sport, are we tacitly condoning this behavior?

What will happen if some of these athletes reach the national/international stage and are dependent on these drugs, (either mentally or physically), since many of them contain banned substances at that level?

My request is simple, we need to discuss this as a group of coaches, officials, and administrators and develop a response to this issue. I don’t know if it is out of control or not, but I am sure we are not the only USS group to be dealing with this, and I would be surprised if we were even the first. I am available to assist in the discussion, and research national responses as well. We need to be part of the solution before we become front page news regarding it.
