June 18, 2003
Present:
Ken Block, Steve Carroll, Clark Cooper, Bill Krumm, Susan Lecza, Pam Libertiny, Bill Repass, Barry Silver and Judy Snow.Not Present: Jeff Allen, Mary Anne Condon, Larry Frost, Brian Gordon, Ellen Johnston, Haley Ottenbreit, Kathleen Walsh and Meg Whitaker.
Also Present: Peter Boucher, Nan Cooper, Ann Hughes, Kathy Koelle and Christine Pelham.

Chairman Steve Carroll called the meeting to order at 7:40 PM
Approval of the Agenda: The agenda was approved as amended. New Club Proposals were moved to the first item under Old Business.
Approval of Minutes: A motion to accept the amended minutes of April 9, 2003 was made, seconded and approved. Amended: Jeff Allen was added to the list of members present.
Steve Carroll welcomed Peter Boucher and Ann Hughes as members-elect.
New Club Proposals (New Business): Christine Pelham and Kathy Keolle presented an application for a new club CAML (Camel Swim Club) out of Connecticut College. Christine Pelham will be head coach and Mark Benvenuti will be administrator. Judy Snow stated that the club application was in order and bylaws had been submitted. CAML was approved as a new club. Judy Snow presented an application for a new club out of West Springfield, MA. A question was raised concerning the LSC boundaries defined by USA Swimming. Application was deferred until Judy could research this.
OLD BUSINESS
Prioritizing entries by officials: Due to anticipation of complicated policy and enforcement, it was decided to research other ways to secure officials for meets.
No-Show Rule (CT Scratch Procedure): It is the recommendation of the Officials Committee to eliminate the no-show rule. The committee feels the rule is excessive but recognizes that consistency with USA Swimming meets (zones, sectionals, nationals, etc.) is important. The Age Group Committee also endorses elimination of this rule. Motion made to suspend the no-show penalty for all CSI meets except Regional, State and Senior Championships. Seconded and approved. Motion made to suspend the no-show rule from Regional, State and Senior Championships for prelim/final events. Seconded and defeated. Motion made to suspend rule for Regional Championships. Seconded and approved. All the above changes are effective immediately.
Flyover Starts: Bill Repass stated that the Officials Committee feels that flyover starts can be implemented into CSI meets with guidelines and proper training of officials. Motion made to rescind the current policy prohibiting flyover starts with guidelines to be submitted by the Officials Committee. Seconded and approved.
Volunteer of the Year: Steve Carroll reminded the board that this award will be presented at the awards banquet on November 2nd and that nominations should be emailed to him soon.
Swimposium: The swimposium will be held October 18th at the Graduate Club in New Haven. Coaches will select a topic for the coaches clinic. Ben Michaelson will be the national athlete at the athlete clinics. Mike Saltzstein will run the officials clinic and hopefully chair a long-range strategic planning meeting for all coaches. Other speakers depend on availability. If the schedule permits the House of Delegates will be held also.
USAS Convention: USAS convention attendance was discussed. Possible alternates include Larry Frost, Brian Gordon, Susan Lecza and Bill Repass. Nan Cooper will follow up.
NEW BUSINESS
New Appointments: Clark Cooper announced that Ed Doernberger (WAC) has been appointed as Counsel at Large. Motion made, seconded and approved.
Increased Splash Fees for Championship Meets: Ken Block moved to increase short course splash fees for Regional, States and Senior Championship meets to $5/10 and $2 for relay-only entrants and to increase long course splash fees for Regional, States and Senior Championship meets to $5/10 and $4 for relay-only swimmers. Effective 2003-2004 short course season
. Seconded and approved. Clark Cooper abstained.Capped Meet Fee Policy: It was recommended to rescind the policy of capping meet fees. It is felt that clubs need flexibility in determining fees in order to cover costs, primarily rising pool rental fees. Motion made to rescind the policy of capping splash fees. Seconded and approved. A motion was then made to rescind the surcharge relief policy. Seconded and approved. Both changes go into effect for the 2003-2004 short course season.
Surcharge Fees Regarding Multiple Meet Hosts: It was moved that if multiple (more than one) clubs sponsor a meet, only one club would be considered the host for purposes of surcharge calculation. Seconded and approved. Effective 2003-2004 short course season.
Procedure for Awarding Championship Meets: In the event that there are more bidders than meets, the Board of Directors will determine championship meet hosts. Effective immediately. Motion made, seconded and approved.
Returned Check Policy: Motion made, seconded and approved to accept Ken Block's (Finance Division) returned check policy. Seconded and approved.
