May 17, 2005
Call to Order: The House of Delegates was called to order by General Chairman Bill Krumm at 7:54PM at the Marriott Courtyard, Shelton, CT.

Approval of Agenda: The agenda was approved as published.
Adoption of Minutes: A motion to approve the minutes of October 19, 2004 was made, seconded and approved.
Welcome/Announcements/Chairman’s Report: Bill stated his goal of continuing to try to increase attendance at the House of Delegates meeting. We will host a Swimposium in 2006. There will be a long range planning meeting in the fall. Similar to USA Swimming, we are working to have a quadrennial plan. He also encouraged use of USA Swimming programs. Bill announced that: Bill Repass and Mike Huffman officiated at World Championships trials; Dan Madwed was part of the United States team at the Junior Pan-Pac meet; CSI members Jeff Allen (YMCA), Jason Paige (open water) and Ellen Johnston (technical rules) will attend the convention as members of national committees; and our adapted athletes swam well at their championship.
REPORTS OF OFFICERS
The following information is in addition to the written reports each officer submitted.
Administraive Vice-Chair: Jeff Gray’s goal is to use technology to make things easier. He is looking at the central office, FAST, the annual banquet, Top 16, and scholar-athlete awards.
Treasurer: Susan Lecza reported that our income is up $20,000.
Finance Vice-Chair: Ken Block reported that our portfolio is conservatively invested and doing well.
Age Group Committee Chair: Barry Silver said that our team did great at Zones. They are looking at ways to better balance the age groups at LC Regionals.
Senior Committee Chair: Jeff Allen said we had a good senior meet with special thanks to the meet referee and meet manager. Selections for the All-Connecticut Senior team were being completed. The reimbursement program is being revamped to make it simpler. They are planning a senior elite camp for next year.
Program Development Division Vice-Chair: Sean Ferrell reported time standard for both SC and LC were approved.
Program Operations Vice-Chair: Peter Boucher reported that the meet evaluation form will be moving on-line.
Technical Planning Committee Chairs: No report.
Coaches Representative: Jason Paige encouraged participation at the open water championship.
Athletes Rep: No report.
Coach-at-Large: No report.
Safety Chair: No report.
Officials Chairman: Mike Huffman reported that Pat Lumsford, the starter for the men’s events in Athens, was well received as the guest speaker at the officials’ annual meeting.
Registration Coordinator: Judy Snow reported that we have moved to electronic registration. We have had an increase of 400 swimmers.
REPORTS OF COMMITTEE AND COORDINATORS
Zone Team: A high percentage of the team had best times at the meet and all relays made top 8.
Banquet: The annual banquet will be held November 6th at the Aquaturf.
National Times Officer: No report.
Time Standards: No report.

The budget was approved as presented.
Presentation and Approval of the Annual Audit
The annual audit was accepted.
Guest Speaker
Sandi Blumit, Senior Vice-President, Risk Management Services, Inc., gave an overview of USA Swimming’s insurance coverage and then answered questions from the audience.
