Minutes
October 18, 2005
Call to Order: The House of Delegates was called to order by General Chairman Bill Krumm at 7:45 PM at the High Plains Community Center, Orange, CT.
Present Board Members: Jeff Allen, Bill Ball, Eryn Crane, Ed Doernberger, Sean Farrell, Jeff Gray, Mike Huffman, Ellen Johnston, Bill Krumm, Susan Lecza, Jason Paige, Christine Pelham, Barry Silver and Judy Snow
Absent Board Members: Ken Block, Kayleigh Boucher, Peter Boucher, Steve Carroll, Ed Dunn, Cathy Koelle, Haley Smith and Todd Stevens.
Club Delegates: John McCann (AJSC), Michael Krajewski (CAT), Dan Mascolo (CDEV), Gary Cavaliere (HNHS), Scott Burr (LEHY), Linda Langley (MRDN), Ed Erk (NFAF), David Heller (NTSC), R. Klutey (RAC), Ellen Lang (SMST), Brian Thomas (UAC), Julie Urciuoli (WILD), Coreen Sumple (WWRX) and Charles Murray (WWRX).
Also Present: Chris Hug (CAC), Mary Mackinnon (CAC), Rob Kudet (CAML), David Heller (NTST), John Spadafina (OMNI), Henk Jansen (PSDY) and Nan Cooper.
Approval of Agenda: The agenda was approved as published.
Adoption of Minutes: A motion to approve the minutes of May 17, 2005 was made, seconded and approved.
Welcome/Announcements/Chairman’s Report: Bill thanked outgoing board members Nick Cavataro, Ann Hughes, Dave Reilly and Meg Whitaker. Bill congratulated the CSI swimmers who achieved National Top 16 times and made the USA Swimming Academic All-American Team. Bill also recognized our national-level volunteers: Leanne Spletzer, USA Swimming Club Development Vice President, Ellen Johnston, USA Swimming Rules and Regulations Committee, Jason Paige, USA Swimming Open Water Committee and Jeff Allen, YMCA Field Representative and USA Swimming IOI Committee.
ELECTIONS
It was moved to appoint the following to the Nominating Committee: Jeff Gray (PSDY and Board member), David Heller (NTSC), Chris Hug (CAC), Ellen Lang (SMST) and Christine Pelham (SNCO and Board member). Approved.
REPORTS OF OFFICERS
Additional reports can be found in the Semi-Annual Report.
Administrative Vice-Chair: Jeff Gray summarized permanent office and registration accomplishments, new policies and Scholar Athlete program.
Treasurer: Sue Lecza stated that CSI is in a strong financial position due to increased registration, surcharge and championship meet entry revenue. CSI received a $15,000 donation from a disbanded club.
Finance Vice-Chair: No report.
Age Group Committee Chair: No report.
Senior Committee Chair: Jeff Allen reported a Senior Committee goal of organizing a OTC camp and looking at changes to the LC Senior Open Championship. Funding was increased for senior athlete travel reimbursement.
Program Development Division Vice-Chair: Sean Farrell reported approval of the 2006 LC championship meet schedule and time standards.
Program Operations Vice-Chair: Barry Silver reported a successful officials annual meeting. Meet host information, policies, etc. will be updated for the upcoming season. Clubs are encouraged to review policy. LC pools will be fully utilized and online bid submittals will continue. Reminder regarding USA Swimming new policy: swims from manual watches (Level 3 and 4) will not be uploaded into SWIMS.
Technical Planning Committee Chairs: No report.
Coaches Representative: Christine Pelham is working on putting together an online coaches forum and a coach clinic. Criteria have been set for the Age Group and Senior Coach of the Year.
Athletes Rep: The athletes reported a positive experience at the USA Swimming convention. They would like to see the athlete representative position become more productive on the LSC and national level and they encouraged coaches to get their athletes involved with USA/CSI Swimming.
Coach-at-Large: No report.
Safety Chair: Jason Paige reported that more safety educational opportunities will be provided to coaches.
Officials Chairman: Mike Huffman reported a successful and well-attended annual meeting with guest speaker Jim Sheehan. Mike reminded all that new rules are in effect for the short course season and they should be reviewed by coaches and officials. Many CSI officials volunteered their services at the World Championship CP meet (US Paralympics) held in New London, CT. Numerous officials clinics have been held around the state.
Registration Coordinator: Record registration numbers were recorded this year for athletes. A new system of staggered deadlines has been implemented for athlete registration.

Guest Speaker: John McIlhargy, Director,
USA Swimming Facility Development Department.
John gave an overview of the USA Swimming Facilities Department and the services it provides to assist USA Swimming clubs. These services include facility development, greater access to existing facilities, utilization of facilities and development of funding resources.
